Title:
Specialist II, Procurement Under general supervision, oversees the capital procurement functions and the purchase of equipment, materials, and supplies in accordance with applicable DCSD Board policy, federal, state, and local regulations for the Capital Improvement Program (CIP).

oDevelops and maintains bid specifications, procurement contracts, work authorizations, and purchase orders templates based upon market trends and analyses oAnalyzes purchasing trends to determine if an agency contract or statewide contract would be most advantageous to the Board of Education; prepares State requisition or locates the source of supply, and places orders with appropriate bidder(s) oReceives, examines, and processes requisitions; prepares bid specifications and other necessary documents related to the purchase of supplies, materials, and equipment oCompares costs and evaluates the quality and suitability of supplies, materials, and equipment oDevelops and issues formal Request for Proposals (RFP) and Invitation to Bids (ITB) for all professional and general contracting services for CIP oAdministers RFP and bid submittals process, including the issuance of all associated addenda; reviews architectural drawings and specifications for contract compliance oInterviews and corresponds with vendors; keeps informed of new products and market conditions and trends; confers with and assists department heads to determine purchasing needs and specifications oDevelops and maintains furniture, fixture, and equipment (FF&E) specifications and design guidelines to include design, finish/fabric type, and the manufacturer/vendor for each space in accordance with Board policies and state regulations oDevelops listing of furniture, fixtures, and equipment for each space based on specifications for multiple projects simultaneously and within budget; and collaborates with CIP to determine FF&E installation schedules oPrepares and processes purchase requisitions in accordance with purchasing policies; organizes vendors for the timely receipt, assembly, and installation of all furniture, fixtures, and equipment; and coordinates off-site storage of furniture, fixtures, and equipment.
Inspects installations and maintains appropriate documentation that indicates completed work (e.
g.
, checklist) oDevelops and maintains vendor database and hard copy files; maintains records on purchase price information on both open markets and contract purchases; obtains quotations on open market purchases oPrepares Board of Education agenda items related to the procurement of all professional and general contracting services for CIP oPerforms other duties as assigned MINIMUM QUALIFICATIONSoAssociate degree or equivalent completed college coursework from a Professional Standards Commission approved accredited college or university required.
oMinimum three (3) years of experience in purchasing, a general buying environment, Educational or Governmental buying environment required.
oCertified Public Purchasing Officer (CPPO) or Certified Professional Public Buyer (CPPB) by the Universal Public Purchasing Certification Council or equivalent preferred.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
